
The Competition Board has allowed the takeover of Borusan Tedarik Zinciri Çözümleri ve Teknoloji A.Ş. by France-based CEVA Corporate Services, subject to certain behavioural commitments. CEVA has committed to supporting customers during the transition process, limiting price increases and offering contractual flexibility in order to safeguard competition.
Following the election at the Radio and Television Supreme Council, Mehmet Daniş has been elected as the new chairman. Daniş, who has been serving on the Council since 2021, replaces former chairman Ebubekir Şahin, who has been appointed as the General Manager of Türk Telekom.
The Monetary Policy Board of the Central Bank of the Republic of Turkey decided to lower the policy interest rate from 40.5% to 39.5%. The Board stated that despite the increase in the underlying trend of inflation, the tight monetary policy stance would strengthen the disinflation process and that additional tightening measures would be taken if necessary.
The Banking Regulation and Supervision Agency has published its Strategic Plan for the period 2025-2028. The Plan aims to strengthen financial stability, develop sustainable and inclusive financial markets, and increase institutional capacity. The 15 objectives and 65 strategies set out in this context include compliance with Basel IV regulations, implementation of a green asset ratio, strengthening the participation finance ecosystem, and digitalisation.
The Turkish Statistical Institute announced the domestic producer price index for October 2025. Based on the 12-month average, which will be used as the basis for the 2026 revaluation rate, the change was determined to be 25.49%. The Presidency has the authority to increase or decrease the revaluation rate by up to 50%.
The 2026 Presidential Annual Programme has been published. According to the programme, the Personal Data Protection Law will be brought into compliance with the EU General Data Protection Regulation in 2026. The programme also includes objectives such as establishing an ethical and legal framework for artificial intelligence, bringing national cyber security into compliance with EU standards, updating legislation for digital markets, and an open access data portal project.

The Competition Board has completed its investigation into whether the economic integrity of NOVONESIS violated Article 6 of the Law on the Protection of Competition through behaviour making it difficult for competitors to operate and excluding them from the industrial enzyme market. Accordingly, it was determined that the undertaking violated competition through a best price guarantee clause, a loyalty-inducing discount system, and exclusivity agreements, resulting in an administrative fine of 284 million 509 thousand Turkish lira.
The Competition Board, has found the evidence obtained regarding the allegation that Muya Poliüretan Kauçuk Sanayi ve Ticaret A.Ş. violated Article 4 of the Law on the Protection of Competition by setting the resale prices of its authorised resellers and prohibiting passive sales to be serious and sufficient, and has decided to initiate a investigation into the undertaking.

The Communique (No. 2025/26) Amending the Communique on Supporting the Conversion of Foreign Currency Held by Companies from Overseas Sources into Turkish Lira (No. 2023/5) was published in the Official Gazette dated November 1, 2025, and numbered 33064. Accordingly, the date on which the foreign currency conversion support will be applied at 3% has been extended until April 30, 2026.
The Civil Procedure Code Advance Expense Tariff, the Civil Procedure Code Arbitrator Fee Tariff, and the Civil Procedure Code Witness Fee Tariff were published in the Official Gazette dated October 28, 2025 and numbered 33061, and the amounts in the relevant tariffs were updated.
The Circular on the Action Plan to Combat Illegal Betting, Games of Chance and Gambling in the Cyber Environment (2025–2026) (2025/18) has been published in the Official Gazette dated November 1, 2025 and numbered 33064. The circular stated that the action plan prepared will be shared by the Financial Crimes Investigation Board (“MASAK”) with the relevant institutions and organisations and that the MASAK will carry out implementation and monitoring activities.
The Regulation Amending the Water Pollution Control Regulation has been published in the Official Gazette dated October 23, 2025 and numbered 33056. Accordingly, amendments have been made to the regulations concerning waste disposal and carbon storage in the marine environment, and certain tables and discharge provisions have been updated.
