📌 KEY LEGAL DEVELOPMENTS
The Climate Law Proposal began to be discussed in the Turkish Grand National Assembly (TBMM) General Assembly on April 9, 2025. The 22-article proposal, with its first 4 articles accepted, aims to create the legal framework for reducing greenhouse gas emissions and adapting to climate change policies in line with the 2053 net zero emissions target, and foresees the establishment of a carbon market.
The Ministry of Trade announced foreign trade data for March 2025. Accordingly, with exports totaling 23.4 billion dollars, the second-highest March figure in history was achieved, and exports over the last 12 months reached 263.4 billion dollars. Minister Bolat stated that visits to the USA and the UK will include contacts to develop trade relations.
The Ministry of Industry and Technology announced large-scale industrial projects to be implemented in 15 provinces with an investment of 9.3 billion dollars. The investments, covering areas such as solar energy, defense industry, automotive, health technologies, and petrochemicals, are expected to provide employment for more than 20,000 people and contribute 12 billion dollars annually to the current account balance.
The Competition Authority completed its preliminary investigation on Apple Technology and Sales Ltd. Co., Destek Bilişim Project and Service Industry Foreign Trade Inc., Easycep Bilişim and Trade Inc., Getmobil Technology Inc., and HB Information Technologies Industry and Trade Inc. The Authority found the findings sufficient and serious, deciding to open an investigation to examine whether these companies violated Article 4 of the Law on the Protection of Competition.
The Competition Authority moved to the oral defense stage regarding its investigation of some companies operating in the ready-mixed concrete production and sales sector in Aydın province. The Authority decided to hold an oral defense meeting to assess whether the companies violated Article 4 of the Law on the Protection of Competition by jointly determining prices, sharing regions or customers, and setting resale prices.

The Communiqué on Amendments to the Conformity Inspection of Certain Consumer Products was published in the Official Gazette dated 09.04.2025 and numbered 32865, entering into force. Accordingly, it became mandatory to clearly inform consumers about the animal origin of parts contained in products of animal origin.
The Communiqué on Amendments to the Communiqué on Commercial Electronic Message Management System Integrators was published in the Official Gazette dated 08.04.2025 and numbered 32864, entering into force. Accordingly, the deadline to obtain integrator authority was extended to June 30, 2025, and the ministry was authorized to extend this period by three months.
🔒 DATA BREACH NOTIFICATIONS
In the notification by Nevşehir Hacı Bektaş Veli University, it was reported that the data controller uses the University Information Management System (ÜBYS) developed by İzmir Katip Çelebi University (İKÇÜ), and the mobile app called PingPong University Guide accessed personal data of the data controller’s personnel and students through web services provided by İKÇÜ. The issue was discovered when a student accidentally accessed personal data of another student through a different mobile app. It was found that the app company obtained the data via İKÇÜ. Correspondence was made with İKÇÜ for information regarding the situation, and it was determined that İKÇÜ shared the data without permission from the data controller. The app company’s user agreement review indicated data storage and processing. The affected groups were employees and students, with the exact number unknown, but there are 22,960 active students and personnel registered in the web service.
