
The Draft Law on the Approval of the Digital Economy Partnership Agreement between the Governments of Member States of the Organisation of Turkic States is submitted to the Grand National Assembly of Turkey. The agreement includes establishing national frameworks for the personal data protection, encouraging businesses to regulate data protection policies, cooperating on legal approaches and sharing know-how. Full member states of the organization are Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan.
The Draft Law on Amending Turkish Criminal Code and Other Laws has been submitted to the Grand National Assembly of Turkey. The proposal, known as the “11th Judicial Package” includes amendments to various crime types and their penalties, such as assault, fraud and abuse of trust, as well as amendments to criminal procedure and enforcement provisions. It also contains amendments to Law on Regulation of Publications on the Internet and Combating Crimes Committed by Means of Such Publication such as provisions regarding removal of content and other sanctions.
The Ministry of Trade has announced its audit balance sheet for the period January – October 2025. According to this, 31.6 million products were audited in approximately 470,000 companies, and a total of 2.38 billion TRY in administrative fines were imposed, including fines imposed by various units and the Competition Authority.
The Revenue Administration has published the Guide on the Use of New Generation Payment Registration Devices. The guide contains the requirements, principles of use and penalties relating to new generation payment registration devices.
On the issue of the Regulation on Deforestation, the Council of the European Union and the European Parliament announced their position in favour of a one-year delay following the European Commission’s proposal. The European Council’s proposal is to delay the implementation until December 30, 2026 for medium and large scale enterprises and June 30, 2027 for micro and small scale enterprises. Three-party negotiations will be initiated regarding the delay in the regulation, which was scheduled to start on December 30, 2025.

The Competition Board has completed its preliminary investigation into Dyson Türkiye Elektrikli Ürünler Tic. Ltd. Şti. Accordingly, the Board has decided to initiate an investigation to determine whether competition has been infringed by practices deemed to have the purpose of preventing parallel imports and practices to interference with resale conditions.
The Advertisement Board imposed an administrative fine of 863,000 TRY on Hepsiburada for unfair commercial practices and ordered the suspension of the relevant advertisements. The Board deemed the text message stating “50% discount valid on all categories” to constitute an unfair commercial practice, as the campaign was in fact only valid for specific products and capped at a maximum of 100 TRY.

The Constitutional Court’s decision dated July 22, 2025, numbered E: 2024/24, K: 2025/164, annulled the statutory interest rate applied to non-contractual debt relations. The Court stated in its decision that the statutory interest rate was insufficient to protect property rights against inflation and therefore violated property rights. The annulment decision will enter into force on September 1, 2026.
The General Communiqué on Tax Procedure Law (Serial No: 585) was published in the Official Gazette dated November 27, 2025 and numbered 33090. The communiqué set the revaluation rate for 2025 at 25.49%.
The Regulation Amending the Regulation on Personal Health Data was published in the Official Gazette dated December 3, 2025, and numbered 33096. The regulation contains amendments to the provisions governing persons authorised to access health data processed by institutions under the Ministry of Health.
